This appears to have been the case. There have been no further incestuous relationships in Neighborhood stories. There are still problems with it though. Namely sims that have clear romance/woohoo settings that are being ignored. Sims set to romance with no one and woohoo with no one are entering into romantic partnerships via NS. Sims that are interested in same sex romance and woohoo are getting into romantic partnerships with the opposite sex. While this isn't quite as alarming as the brother sister relations, it still shows that this feature needs more work. Also, while not a problem, I got four notifications at the mailbox in one day that four different sims were in romantic partnerships with the same sim. The next day three more had entered into partnerships with this same sim. I love that poly is now available in the game, but this seems to be a bit overdone. I don't think that this feature was ready to go live and now they need to scramble to fix it.

And I agree, I don't understand why this "feature" has been shipped. I have it deactivated for now since it doesn't even work for unplayed Sims.
Were the multiple relationships definitely created in your game or was it just the notification? There's another issue that changes don't have any effect at all, so maybe the game rightfully sees a Sim as single because the previous story didn't have any effect?
