So an update, I stomped repeatedly, made more puddles. Those dried. The original one that's been there forever now (since I bulldozed, came back, and got another stuck puddle) has not gone away.
So I can stomp in it, mop is still greyed out, and I'm just letting it sit there until it gets patched away.
