TS4, PC, English, 100% since update 1.110.265.1030 DX11, Own all except Lovestruck and Bust The Dust Kit, On Haunted Residential with Scare Seeker Lot Challenge applied, Mods removed/caches cleared/game repaired previous to update and important games (including event) re-saved vanilla.
I've also ticked 'Me Too' on your post as I'm seeing Guidry and Temperance exactly as depicted in your photos. My Reaper's Rewards sim (created for the event) lives in a Haunted Residential Lot. I've disabled Guidry visits for now. Although, there isn't a way to do so for Temperance.
Additionally, the Von Haunt Estate ghosts don't have the same transparency issue. They appear as normal ghosts. I hope this will be resolved quickly. Imho, Paranormal Stuff is one of the best packs The Sims has ever created.
