I removed the knowledge is magic perk with perk plunging and it worked! Thanks so much!

    I can confirm, I tried everything else - visiting library, etc that I found suggested for this bug. Drinking the Potion of Perk Plunging fixed this bug (as long as you read books while you don't have the Knowledge is Magic perk) and allowed me to level up the aspiration.
