I think I have found where the problem comes from. When I created my new wizard's sims, I added the "old line" trait, I just deleted this trait and the problem disappeared. I think the problem comes from these Character Traits.

what do you mean by that? what is the old line trait?
It's my understanding that 'Old Line' refers to the Bloodline trait ... 'Weak', 'Strong' & 'Ancient' ... either passed down to spellcaster children from parents or cheated in ...

Why is this marked as solution (fixed), when this is a game-breaking bug? The "marked solution" is just a workaround - not a solution. The solution is that EA/Maxis fixes this. And... I think it's about time to stop charging customers money to beta test the games.
I had the ancient bloodline trait equipped on one of my spellcaster sims and I had the issue where it was resetting my level and refunding my points AND the perk panel would stop opening completely, so I started a new game with a completely different sim and didnt place the trait on her and I still had the issue but I'm not 100% sure if I'm the only one
does anyone know if anyone is actually working on solving this issue and the other RoM bugs?I'd like to know if somebody is actually addressing this
