I had a sim mopping the ground outside during a storm. She doesn't have the neat trait, but the puddle was on a concrete path, not on bare grass. So maybe they counted it as a floor to mop?

I have had a sim child with the slob trait go mop a puddle outside under the snow. Many sims do this so it is not just sims with the Neat trait.
I have this too....annoying as hell...as is the constant hugging and kissing.
it happens with my butler (no neat trait) and waiters at the restaurant. it's most problematic with the waiters because it means no one is being served, i ended up never opening the restaurant in rain/thunderstorms because i'd lose money from my mopstaff.
i think there should be a check on rain/no before they have the autonomous mopping. so if it rains then they dont mop outside.
