Hello, everyone! While the issue is still not fixed officially, there is a mod by LittleMsSam called Prefer Leftover that fixes the bug. You can find it on her Tumblr page, and this mod is part of her Random Small Mods set (sorry, links are not permitted here). 🙂
I am also having this issue! I have all content (including kits) and no mods.

After looking on their site and clicking the link on the small mods page at the bottom there isn't actually a download file for that specific mod ☹️
No, it's in a bundle of other little tiny mods.
I did install it, and it isn't perfect, but better than green clouds rising from uneaten platters everywhere.
The sims in my game went back to eating leftovers, so that's good. When there are no leftovers, they sometimes only cook a single serving. Sometimes, when they need to eat, and there are no leftovers, they don't cook and wander off to do other things.
I get THIS (although I use a LMS mod that fixes the problem. Forces them to eat up what's in the fridge FIRST unless its spoiled, and THEN be driven to make a fresh meal) plus they will frequently start making a dish, get distracted with something and walk away. The autonomy for feeding themselves seems a little off.... Instead of coming back to finish making the first meal (like they used to) they will start making a new one. I once had a sim almost starve to death (full autonomy on btw) and there were literally 20+ started meals all over the house, something in the microwave unfinished, something in the oven unfinished, and a couple of quick meals that had maybe one bite out of them but never finished, or nothing eaten out at all. With those they pulled it out of the fridge and put it right back down on the counter, or pathed up the stairs, down the stairs, to the garden, back to the kitchen, and finally to the bathroom and put it down on the counter next to the DIRTY toilet. 😕 I had to turn OFF autonomy and force him to finish one of the incomplete meals and then force him to eat. 🤨

When I click on the random small mods the bottom has download links for mediafire and dropbox etc. When I click that I just get sent to the download folders page then when clicking dropbox or mediafire etc I get a list of the mods but the leftover one is not in that list.
Edit: Got it. You have to do it on the dropbox one. Search for Random.
