Do you have any wind chimes, stereos, ear buds .. anything of that kind that's still playing in the room ?

Thank you for the response! No wind chimes, and I did try different rooms, and she is the only one having trouble sleeping in every bed. Her husband sleeps just fine in those same beds.I don't believe she has earbuds, I can't see any and I don't have the fitness pack which is what I think you need to have to have those? No stereos either. It's so weird. I have to cheat or let her pass out all the time.
So I just used the cheat to make her energy level go up because she's passing out, and now she can sleep normally.. No other changes. So weird.
I had the same thing as @sims3world described, what fixed it for me was to enable cheats and then shift-click on the sim and reset the sim
