One thing that I noticed myself was that this issue tends to happen if you use one of the large tables which seat six or more. They seem to glitch out and were 'unable' to get between the chairs on the sides. To fix this, either make sure that you only use the tables that seat 4 (one on each side) or if you prefer the larger tables, make sure to only seat one chair on each of the four sides.
This helped in my game.
They still seem to get stuck just picking up and putting down the plates at my center island in the kitchen, even when there are full squares open between each chair. ☹️
