I did a little testing and I think I found out where the bug is occuring.

Both the Top Notch and Happy Toddler traits have hidden trait counterparts that the sim should be rewarded (once the requirements are met), while still being a toddler. They are called Top_Notch_Toddler_Hidden and Happy_Toddler_Hidden. You can cheat those traits onto your toddler. Once they grow up, they'll get rewarded with the visible top notch/happy toddler trait just like it worked before. But for some reason the hidden traits never actually get rewarded and that's the problem.

    @LunaticVariant, it’s great that you were able to dig into the problem like that! Hopefully this info will help them come up with a bug fix.

    In the meantime, I just have to keep remembering to cheat the trait in for every. Single. One of my 100 Baby Challenge children. I’m on #67! 😭

    @LunaticVariant I wish I could give you more XP for this answer! It is a superb workaround since we can't go back and check if they should have gotten the trait once they grow up!

    Sometimes happens to me too (not with all toddlers). I also have problem that some young adults dont have traits from parenthood pack which they acheave during teenage age (of course they did the limit to acquire them). I also notice it happens just if their birthday are during celebration with candles and cake. If you just let them grow old without cake they will have their traits.

    I just started my 100 baby challenge again, and it is happening in my game as well. I guess it is easy to 'fix' with the cheat, but kind of defeats the purpose.

    Just had this issue with my Sims' twins. Maxed out toddler skills for both, both aged up without the trait. Though it was possible for me to successfully cheat the trait onto both of the children with "testingcheats true" then "traits.equip_trait trait_Top_Notch_Toddler", unlike some people in this thread whose Sim children wouldn't take the trait.
