Try entering a new command (LT + LB + RT + RB on console, CTRL+LShift+C on PC/Keyboard) and enter {testingcheats true} and then {bb.increaserentalunitcap on} in your hotbar to update the unit cap. If it works, enter both commands every time you start your save. If it doesn't, also enter {bb.moveobjects} just to be sure. Hopefully it works for you!

I really appreciate your response and attempt to help! I know my original post is long, so you may have missed where I mentioned that I actually enabled that cheat code.
Strangely, it did nothing. The bug made me abandon that save file (RIP). And I’m convinced this is an issue with the Waterfront lot, itself.
People still come and randomly leave trash on the lot. Like entire ovens. There must be some code just completely clashing with For Rent code because of the special eco lot status. It’s a bummer. I was having a blast with that play through!

That's funny because I thought I was responding to the other reply, I never saw your original post... still new to the website! As for your problem, it's a real bummer that it didn't work AND you lost your save... I will now remember to not play on that lot!
- @foresthag I’m having the same issue and my lot is in San Sequoia. I only have 3 apts right now but every time I try to add a 4th it just re adds it to the 3rd. I don’t have any mods on and even with trying the increase unit caps on code the issue wouldn’t resolve.
Actually, to let you know. I have always had consistent problems making a community center into something else. I've had multiple glitches that required me to abandon saves, so I'd say the community lots(on evergreen harbor) is buggy as heck.
