I added a screenshot of the relevant pie menu to the OP.
After a breakup and working relations back high enough to re-propose, I saw that the male partner has Propose and Propose With Crafted Ring, while the female partner still has Propose Early.
I guess the male Sim is expected to propose, and if the female sim proposes it's considered early? This is something new with Lovestruck, as I normally play female Sims and have frequently proposed with them, but never saw Propose Early before Lovestruck was released. Regardless, female sims need a visible option to propose with crafted rings.
