@crinrictSorry for the late reply. I had a couple right now get engaged. I tested with the wedding arch in Windenburg, and it seems to work as expected.
I’ll check Brindleton Bay and San Myshino.
It’s a different save-file, it might have something to do with it.
Update: I tried a different couple in Brindleton Bay, at it works as expected.
I don’t know if there’s something wrong with my other save.

Marriage is blocked by the Role_Service tag, which is currently used by 18 different situational jobs. And while most of them do have a tooltip (red title), job_IslanderCulture_NeedSomethingFixed_Repairman does not.
