I believe I solved this Mystery of Naked Strollers, at least for my particular case. It probably shares the cause with the Invasion of Levitating Umbrellas (i. e. sims being invisible temporarily).
If the game tries to spawn too many NPCs long after location load, some of these sims will spawn invisible but will have visible accessories (like mentioned umbrellas. Noticeable in San Myshuno at festival's day, at festival's location. Travel to some festival neighborhood's public lot prior to festival start, wait for its beginning, festival participants will spawn in en masse - and voila! Chance to see levitating umbrellas is quite high under such circumstances.
Now, for nakedness. Chance to encounter it is being lowered by having Fame perk which causes NPCs to become dressed like you and by that... trend setting, I believe, gimmick of fashionista career.
To start reproducing this issue, perform the same sequence as above.
And THEN, after all invisible sims became visible (may take some time), do something to cause radical weather change (i. e. extremely hot day > extremely cold day) to make NPCs switch outfits.
Some NPCs will play outfit switch animation and will end up butt naked for some time.
I believe it's a result of having too many CAS items (in unmodded game with all DLCs to date) being smeared all around my HDD and game's extremely bad habit of generating generic (sic!) sims + only current outfit when not needed - AND having hiccups upon attempt to generate too many sims / too many outfits at once. So it have to resort to invisibility as a placeholder for the sim which failed to become generated fully in timely fashion - and for SUDDEN NUDITY as a placeholder for an outfit which failed to complete its generation in time.
God knows what to do to avoid this crap.
Maaaaaaaaybe schmoozing at public lots more often (to have sims generated over larger amount of time) and taking abovementioned perk / career will help a little.
No idea about if anything could be improved at hardware level - Battlefield 4 works well on Ultra and Battlefield V doesn't lag at all at Medium graphics preset, neither is suffering from long load-to-battle times. So my rig is OK for that, I think.
Never noticed such issue during 400 hours of playtime I accumulated prior to GF update.
