I've also had this issue recently with 'haggle' (at the flea market) and 'ask to cloud gaze' missing from any category-- haggle only randomly appeared in the initial menu, but my sim had to first be cloud gazing for the option to ask to show up, but since they have to get up to ask them it immediately cancels, so the whim to cloud gaze together is impossible to complete for me. The whim says it's under 'group activities' but that isn't an option anywhere, I only have 'activities' under friendly and all it has for my sim is 'practice fighting'. It feels like a lot of activities are missing or aren't organized at all, when I feel like all of the 'ask to's should be in the activities option.
