I think it's under friendly. Did you check there ? Does the Sim that needs to toast have a drink in their hand ?
Also not sure if it's random.

I made drinks for everyone, both my Sim and the other one had a drink on their hand and they were friends, but there was no option for a toast under friendly (it's where it was supposed to be) nor under any other place!
What kind of social event was it ?
