I had the same issue, but "solved" it by grabbing each room, dropping it down 4 clicks to the level of the foundation, then I was able to change the wall decoration, and then clicked it back up to be level with the foundation and the rest of the house.  Since doing that once, I can change the walls with the floor at the same level.
