Yes. It is in the premade lot The Roadstead. Before my Sim owned the lot, the symbol would come up to purchase the rugs. I can't get the object in the photograph.
After she owned the store, the rugs are marked for sale and there is no way to change this:
The only option the Sim has on the rugs is "go here":
I opened up a new save and still had the same problem. I deleted everything from the store that could be sold besides the rugs. The customers were able to browse and buy the rug.
When I click on the sign to restock, I only get the "go here" option:

Is this occurring with your original save or is this a test save that you've used to capture these images? "Go Here" is a general option and is not associated with any object other than the selected sim. Rug objects are not selectable and therefore no options for control of sale status or interaction in general can be added to them therefore the problem you're experiencing is likely the result of data corruption - incorrect values set by mods can also be considered corruption.

Everything with slots is Sims can sell except for a few objects. Below is a picture showing this. The objects along the green wall are able to be sold. The objects along the red wall can't be sold.
Once you put an object on top of an object with a slot, it can no longer be sold. The picture below is of 3 tables. The table without anything on top and the table with the chair can be sold. The table with the gnome cannot be sold:
I tried to replicate the glitch I had with the table by putting objects on and removing them. It may have been a one time glitch in the game. If it occurs again, I will take pictures and post them. - Anonymous10 years ago
Thanks for the demonstration and you can summarize your conclusion as 'container objects cannot be sold due to object inheritance.' Sims cannot interact with rugs in any way and they can only be placed or deleted in build mode. if your rugs have been toggled then this is a problem of data corruption.

The rug is a bit special as the slots it has is for Sims and not for objects. So if the slot is occupied, the item can't be sold, that is not a bug.
I've checked the retail lots on new games and could not replicate the issue you are having with the rugs. They should not be sellable at all.
There's a few very weird issues going on in your game.
Have you tried a factory reset and repairing the game yet ?

I have tried a new game, a repair, and deleting the cache. When I visit The Roadstead first before buying the store, the rugs are for sale. If I buy the store before I visit it, nothing in the lot is for sale except for the outfits on the mannequins.

Rugs are not selectable objects since there are no interactive functions for that object class so how did you determine that they were for sale before buying the store? Additionally, did you test with a default save or did you just import your existing save after resetting/re-installing the game?

The only workaround I found is to delete the rugs in build mode and replace them. This is burdensome though for each and every save game I start.

NPC Sims were buying the rugs.
Additionally, did you test with a default save or did you just import your existing save after resetting/re-installing the game?

Ok. So I checked out this lot and there is something off.
When I hover over the rugs, I get a sale tags.
I can't buy them though. NPCs have not bought them in my game but I might not have played enough. I bought the lot and tried to change it, it didn't work.
It's only the rugs on this lot though, the other lot I tested was fine.
I have now sold the store again and then I couldn't buy anything anymore. Need to go back home and on the lot again and test some more.
