I have had that happen a number of times lately.  A sim can put the candles on but can't blow them out.  But I have found that moving the cake with the candles on it to another place will fix it pretty quickly. 

I think some type of change was made at some point as I have noticed that food platters and the like don't place like they used to when a sim puts them down.  Now it seems that they can be placed in positions that are slightly off from where they usually go.  I noticed it most on dining tables and counters with meal platters.  It looks to me that surface slots have been changed somehow or maybe new ones added but that is a guess.

    @CGrant56 I tried moving it to other locations and it stills wasnt working.  I have the option to celebrate but not to blow out candles or make a wish.

    Nancy Landgraab had no option to blow out candles but Geoffrey did. Malcolm had long since gone to university and got married, so there hadn't been of issue with him. So far I haven't seen this with other sims.
