One question though: How high is the relationship ? Are they in a good mood ?
I have the same issue. My first woohoo partner had full romance and friendship bars and they were engaged. They managed to try for baby in a bush, but no other woohoo or try for baby interactions worked. The bush was a random one on the island in Windenburg, so nothing I placed specifically on my lot, but one freely in the world.
After these two broke up, the female sim got a new woohoo partner, their relationship was 50/50 on both friendship and relationship.
Both woohoo partners kept constantly rejecting woohoo interactions.
