- Fanphoria5 years agoSeasoned Ace@crinrict hey, thanks, that seems to have been this issue! There's still some wonky things with some of the relationships that aren't as easy to fix with cheats, but it's mostly set up right now. Thank you for your help!

Eventually, I found an alternative solution I can offer.
And for more weirdness with my experience, Yamachan was only visible to other Sims, not when you're playing said sim dressed as Yamachan.
I had attempted replacing the offending sim with the one I saved up (which was the same sim, but was saved before I realized the problem). The trait was either inherited when the sim was generated, or assigned when I first encountered Yamachan. No dice there. Either way, the removal of the Town Mascot trait didn't work. It just was never there in the first place (and just for kicks, when I added a duplicate sim and changed their name, it didn't remove the trait, which meant duplicating Yamachan and giving me double the trouble!)
After inspection, I found a rather odd hidden trait that through a completely educated guess was the culprit, removed the offending character from appearing: trait_hidden_summitlocal
This removed the Yamachan cosplay (and subsequently the costume which replaced all the other clothing assigned) and I was able to interact with the sim I had summoned as any normal townie.
Through that experience, I initially had the impression that Yamachan was simply an NPC like the Grim Reaper. Instead, it's more like someone who gives out sugar skulls when summoned, except their appearance is permanent on anyone other than the household they're in (when you play that household).
In any case, I can only guess that if you had turned off Yamachan appearances with the statue, this may also prevent that sim from appearing unless you summoned them, not only just Yamachan (found out the hard way it does not turn off Yamachan at all). With the underlying hidden trait, you're prevented from meeting that sim since they keep RPing even if you were just trying to summon the sim. Unless that trait is removed, you get stuck with someone in costume and their limited interactions, and not the person that's inside the suit.
