I have that happening on some of my lots depending on how things are arranged. The way I deal with it is to place the meal on the table where I want them to eat and either use call to meal, or grab a meal. Then they will use the table I want them to.

They only do this when they autonomously eat. When I tell them to 'Grab Meal' they usually eat inside, however if I use 'Get Leftovers' they will about 90% of the time still go outside. Thank you for the advise though! I appreciate any and all tips!
Another thing you can do when you use the Get Leftovers option is to queue a chair right after so they will sit in that chair to eat. They may go outside first, but then they will usually get right back up and go where you told them to sit to eat. I do that to and it works most of the time.
