Re: Sims keep gasping at each other
We've had similar things happen with bad CC clothing items before, but since you have no mods or custom content though it's not that. If they are gasping with the "See what's happening" sometimes that sounds like they're reacting to a nudity or something like that. When we had the reputation thing causing problems in our game it wasn't gasping, it was cheering I think.
Does it do this for every outfit they have or only a single outfit or category of outfits? Have you used the outfits.copy_outfit command on the cheat console to copy outfits between categories? You can accidentally bug non-cc outfits a bit with that in a couple ways, even on XBox (as we found). Depending on what was typod or copied you could end up with an outfit that's treated like the bathing outfit even though it's fully clothed or even the other way around, a naked sim no one seems to notice is naked.
On console that's usually fixable by just going into CAS since it's due to outfits overflowing the copied outfit into slots that are supposed to be unusable. So going into CAS removes the extra used slots. On PC though it may work different. So you may have to remove outfits in the affected category manually and redo them if you can narrow it down to a certain outfit category. If none of that works but it does look like it's an outfit or even more than one causing it, you could try Scumbumbo's outfit copy mod which has an option outfit.checkids and outfit.fixids which can fix some odd outfit issues. MCCC has some tools for that too like the blacklist one in the dresser and the option to clean outfits after blacklisting possibly affected clothing items.
It's been a while since we had the problem with the reputation reactions, so it could be possible it's that reputation thing, which can get crazy annoying. We use the mod "Fame Tweaks - No React To Pristine Or Terrible Reputation" by coolspear over on simsasylum to help with that problem when it was causing our sims to act like dorks around eachother constantly sometimes causing one of them to miss work even. There may be other small mods that do the same thing or similar things too. Might be worth trying to see if that clears up that problem.
I hope one of those suggestions helps or at least helps figure out the cause. It's so annoying when SIMs get stuck reacting to something like that so often and cancel stuff they should be doing.
