Re: "Transportalate" and "Teleport Here" don't work on large, heavily decorated lot.
Usually when the teleport option or transporiate fail is because there is not enough clear space to land where you clicked. It's basically a routing fail. They usually need at least a 2-tile x 2-tile landing spot. If you are say, trying to land them in a one tile wide space, they won't do it.
Even though it still happens after you remove your mods, it could still be mod related. So, try moving the mods folder to your desktop, delete the localthumbcache file and try that way to see if it still happens. If it still happens, then try a user folder reset.
