as an absolute uh. throw out into the void- have you both checked the non played households that aren't in world? Alex Moyer is in my games 100% of the time- even though I've never played the tutorial.

OP here, turns out talking to one of your household members for over 30 minutes without interruption also counts (this helped me completing the tutorial on console where Alex doesn't become a roomate).
