I am using a laptop with Windows 10 installed.

Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming, repair your game by right clicking on the game in Origin.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
- Options.ini (or just re-set all your settings manually)
- Tray Folder
- Screenshots/Videos/Custom music
- Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
- Custom content like clothing, hair, skins, make up ....
- ConfigOverride, if you have your own configuration files.
- Mods (one by one, making sure they all still work)
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.
I reset the game several times and got the same error. I moved to different houses and it made no difference. I wasn't able to repair the game in Origin. That option was grayed out.

I appreciate your help. I repaired the game, but it didn't fix the issue.

Just top down. Everything else in build works just fine.

I gave this a try and I think I duplicated the problem. Click on the Camera icon at the top of the screen to open the Camera Controls, then click on either the + or - icon. A single-click on either button zooms the camera all the way in. Click and hold acts normally, zooming out with the - button and zooming in with the + button..
I've never noticed this before but I don't normally use the Camera Control panel. I prefer to zoom with the mousewheel or the Numpad + and - keys.
Playing on PC, current update, all expansion, game, and stuff packs, no mods or cc (never installed).

@crinrict I think you misunderstood @Sssimsara . If I read the original post correctly, the issue is with the Zoom In and Zoom Out buttons on the Camera Control panel. Those buttons use a plus sign and a minus sign as icons, which is what I was referring to in my first post.
There's no problem with the Z and X keys. They were just mentioned to explain what @Sssimsara expects from the Zoom buttons. "Incremental zoom in or zoom out, like you get with the Z and X keys on the keyboard." There's also no problem with the +/- keys. The issue is with the Camera Control buttons for people who prefer to use mouse control instead of keyboard.
Sketch793, you got it! That's what I'm talking about. I used to use the zoom in/zoom out buttons on the camera all the time, then I installed Snowy Escape and they stopped working. Granted if you hold the button down, they do zoom in or out, but it's not controlled like it used to be.

@Sketch793 Oh thought 'like x and z' means when you use those it doesn't work ..
I'll test the buttons tomorrow but seems there's an easy workaround.
