Recording station not storing/finishing videos

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.83.24.1030
What expansions, game packs, and stuff packs do you have installed? All except Vampires and Paranormal
Steps: How can we find the bug ourselves? Recording video on either recording station
What happens when the bug occurs? Sim either finishes recording video and moves to next action, or stops halfway through (even with no actions next in queue)
What do you expect to see? Recorded video in inventory
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I've seen this asked so many times but no viable answers have been provided.
The sim either stops recording mid-video or finished the video and moves on. The video never appears in station's inventory or household. I'm not sure when this started as it's been a long time since I've used this item.
Pre-empting any questions:
- this is a new save (specifically a scenario)
- tried with both mods and no mods
- chair is not an issue, sim can sit down at station and research trends
- I've replaced/deleted/upgraded both versions of the station multiple times, no bueno
- on a residential lot in a house
- I've confirmed that the action of the recording can be completed via whims
