[ROM] Discharge Perk for Spellcaster not in Menu

Which language are you playing the game in? English
How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.109.207.1220
What expansions, game packs, and stuff packs do you have installed? I have all expansions, game packs, and stuff packs installed.
Steps: How can we find the bug ourselves? Become a spellcaster and get the Discharge perk. When the spellcaster charge is high, click on sim to discharge and there is no option to discharge even though the perk is purchased.
What happens when the bug occurs? There is no option to discharge in the sim's magic menu even when the spellcaster sim is overcharged.
What do you expect to see? I expect to see the option to discharge my sim in their magic menu.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

When the spellcasters pack first came out, the discharge perk worked just fine. I haven't played as a spellcaster for quite a while, so I'm not sure when this bug cropped up, but I started playing as a spellcaster again and now I cannot discharge my sim which is pretty annoying.
