[ROM] Unable to learn spells as a Virtuoso spellcastor

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.79.93.1030
What expansions, game packs, and stuff packs do you have installed? Cats and Dogs, City Living, Cottage Living, Discover University, Get Famous, Get to Work, Get Together, Island Living, Seasons, Dine Out, Dream Home Decorator, Jungle Adventure, Outdoor Retreat, Parenthood, Realm of Magic, Spa Day, Vampires, Backyard Stuff, Cool Kitchen Stuff, Kids room stuff, Laundry day stuff, luxury party day stuff, Moschino stuff, movie hangout, my first pet stuff, Nifty knitting, paranormal stuff, perfect patio, garden stuff, spooky stuff, tiny living, toddler, vintage glamour stuff.
Steps: How can we find the bug ourselves? Step 1: Have a spellcaster Step 2: Start learning spells from sages *including ultimate spells - they are not part of the issue as my sim already learned them.* Step 3: Rank up to Virtuoso Step: 4 Continue learning the last few spells from sages to complete learning ALL of the spells. Step: 5 At some point they will tell you that you are not ready to learn them and must rank up.
What happens when the bug occurs? This bug occurs after learning the last few spells from sages. *not referring to ultimate spells as my sim already knows them.* The sages will announce that my sim is not ready to learn the spell and must rank up. My sim is a Virtuoso. They have been learning spells from the sages for a while now and their relationship bars are high.
What do you expect to see? When my sim ask the sages to teach them their branch of magic I expect them to teach the sim *as a Virtuoso rank spellcaster* so my sim knows ALL of the spells.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

After searching online it seems their is others who experienced the same problem. Some posts about this particular problem date back to 2019.

    Check your spellbook and see if your Sim has any spells left to learn from the sage he's trying to learn from. In my experience, this is a default message for "I don't have anything I can teach you right now." You'll get this message if your Sim has already learned all the spells from that sage's category. 

    It might have been better for the developers to add another message that specifically says you've already learned everything but I guess they didn't anticipate the need. They probably thought people would realize that they couldn't learn more spells if they already knew them all.

    I tried to make it clear that I had a few spells left to learn. I checked the book frequently as I wanted my sim to learn the all the spells. She had 2 spells that she needed to learn. I should've taken a picture of the spellbook and what spells she needed to learn but didn't think of it. It doesn't matter now as I had my sim practice with her magic until she learned the 2 remaining spells. My sim now knows all of the spells. It's still a bug that should be looked into.

    @babyzbird You say you found other reports for this. It does sound familiar but I didn't find any older bug report.

    If there is an older open one, I'd like to merge it so could where did you read about this ? Here or elsewhere ?

    The ones I found are so old that I think they are closed or been ignored. Most of the "answers" are blaming mods. However since I never used a mod in my life it's clearly the game. **Edit to add** I only found this bug on random forums I don't think EA ever acknowledged this bug. 

    Until they fix the problem (if they ever do) your best bet is to just have your sim practice magic to learn spells. It took about 2 sims days for mine to learn the 2 remaining ones.

    I am having this same issue. I am a Virtuoso spellcaster and I know all the spells except the last two Untamed spells. When I try to practice magic, it says I know everything I can for my current level. When I ask the Untamed sage, they say to rank up before they can teach me more.

    There are a couple of other thing you can try if you encounter this problem. You can read the tomes for the missing spells, if you have them. Tomes can be bought from one of the stores in the magic realm and they can sometimes be obtained by searching the bookshelves there. Unfortunately both methods are random, so it might take a while to find the specific tomes you need. You can also try dueling for knowledge. I don't use that myself, so I have no idea how well it would work.

    The best method is probably the one that @babyzbird suggested. Just Practice Magic in the school that has missing spells.

    @babyzbird I have one spell left to learn in each category. I am max level but it says i am unable to learn them because i am to low?
