We have been able to reproduce the part where Child Sim could not complete the Trick or Treat Tradition but there are other two scenarios that are described on this thread with which we need help, those are:
1. Almost no customs for children to wear
2. Children can't give out candy when trick-or-treaters come along.
If anyone of you are still encountering the above-mentioned scenarios on the latest game version (without mods), would you be willing to share your save file(s)?

Hi @TheSimsDirect here are steps to reproduce:
1. Start a new game with a family that includes a child
2. Observe in CAS the various options available for costumes
3. Create a holiday for the following day that has Wear Costumes and Trick or Treat as traditions
4. Run the game ahead to the next day, the holiday UI comes up with those two traditions
5. Select an adult sim, click on them, click Wear Costume and observe the many costume options
6. Do the same for the child sim, observe only Master Yoda and Sausage as options
7. Run the game ahead to evening until trick or treaters come
8. Select an adult sim, click on trick or treater, observe the Trick or Treat options come up
9. Select the child sim, click on trick or treater, observe no Trick or Treat options come up
Seems pretty easy to reproduce, but I'll send you my save anyway (which is just a new game where I did these things)

The problem with the costumes has its own bug report here
The other one (kids can't ask the trick or treater) I have it too.
