I noticed a similar issue with patchy the scarecrow.
If you get to befriend him at all to the point where he could be your roommate, for a moment he becomes omnipresent.
He becomes a base sim clone, with only one base trait like a child. While having the ability to turn into a scarecrow.
Ironically this seems to fix a bug in the game about something else I just can't remember at the moment.
The new scarecrow that spawns, spawns in the same way as if you go into your manage households and delete all your employees and then they respawn as different Sims accordingly. I think this also applies to the scarecrow on the field of play. I think once he becomes your roommate another one respawns.
The reason for this notation is that the coding flow seems to be very similar.
I also speculate that patchy the scarecrow in some of the state can also help keep the plant, weed, bug from happening to a certain point.
