Idk if this is helpful, but I had a household very recently win the lottery. That was the ONLY time I received a notification about it after lottery day. So it seems that unless you win, there are no notifications that you didn't if that is what you're looking for. As far as winning goes, perhaps its not a bug, it IS the lottery afterall and might take time. Ive only ever had it happen once in all my households and hours of gameplay lol. Good luck!
