This was a brand new save, fully updated and all packs installed.
I experienced this happening while at the Humor and Hijinks Festival, no specific interactions (just Sims chatting) and some were watching a Jokster performance.
The N.A.P.'s active at the time were: Foodies Unite! and Roughhousing Encouraged
