Services not showing up; unable to cancel services to re-hire

Hi im having an issue where my maid and gardener haven't shown up for weeks; I have been able to cancel and re-hire previously but even with re-hire they still don't attend. Now I can't even cancel ...

Have you already repaired your game?
Tried without any mods and deleted localthumbcache.package in your user folder?

@Gagea25 I haven't. I will restart the game and computer fully and see how that goes. what does deleting that package do?
