sim can't become mermaid

What expansions, game packs, and stuff packs do you have installed? Premium EPs: C&D, CiL, CoL, DU, GF, GtW, GT, IL, Seasons, SE GPs: JA, MWS, RoM, SD, Batuu, Vampires SPs: BS, FS, KRS, LPS, Moschino, PPS, RGS, Toddlers
Steps: How can we find the bug ourselves? Create sim with Child of the Ocean, Outgoing, Jealous and Alluring traits. Eat Kelp.
What happens when the bug occurs? Sim does not get moodlet to turn into mermaid.
What do you expect to see? Sim gets moodlet to turn into mermaid
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I can't get my Child of the Ocean, Outgoing, Jealous and Alluring sim to turn into a mermaid.

Edit: Saw she disliked gardening. Another user was having this issue back in September. Why it should be a thing, I don't understand
