Do you have one outfit or more assigned to your Sim ? Outfits generally seem a bit wonky atm, there's quite a few threads on them.
This is a current bug that I have noticed as well. They will change into their work attire before work and then change right back into their everyday 1 attire.
If Sims are in sleepwear when it comes time to go to work they will change into their work attire and then immediately change to everyday wear before proceeding to work. For example., my sim is a mascot. He puts on the mascot attire and then 2 seconds later spins back to everyday clothes before proceeding to work.
This happens to me as well, but in my case, I've noticed a pattern:
If the Sim is in a "not appropriate for outside" outfit, such as their bedclothes, or if they are in the shower when it's time to go to work, then they will change into their work outfit, and then immediately into their everyday outfit. It's as if the game is thinking you're still in the "unacceptable for outdoors" outfit and switches to an outdoor outfit - even though it had just changed your Sim into work clothes.
I just try to make sure my Sims are always dressed before they go to work. When I see that "one hour left" message, they'd best get up and get dressed! 🥳
This is still bugged after the Dec 4 patch. I tested it by waiting for a sim to go to work while wearing sleepwear. They changed into work attire and then into everyday wear. Jasonvega2 figured out exactly what it is. They think they are still in an outfit inappropriate for outdoors when changing into work attire from sleepwear and therefore change out of work attire into everyday wear. So to summarize if a sims is wearing sleep wear they will change into work attire and then into everyday wear when time for work. If they are wearing an outfit that can be worn outside, they will switch to work attire and stay in it. This explains why some people think it is random or don't notice it. This can be easily recreated so it should be an easy fix now that we understand exactly when it happens and why.
