@Caladrya as said you shouldn't really fall below the split level so it's weird that you're that low.
I'm currently unsure if it decreases over or if you just loose a level if you quit the career.
As for the ability to write the book, I do think that's dependent on your job level. Says here you gain it at level 8: https://www.carls-sims-4-guide.com/careers/culinary/ which you are not anymore
So it all boils down to the loss of level that fast.
If you cheat her back up, do you get it back ?

Haven't tried cheating it back, since for the first time in probably forever, I'm trying not to use cheats (except for build mode cheats of course) :D
Guess I might just accept she's not a cook anymore. Its good to know though that such abilities vanish once you're not on that career level anymore. Hoped it would be more of a "unlock once, keep forever" kind of ability. ah well....can't have everything I guess.
