Sim LOD causing constant stuttering with recent update

Not looking for a remedy. This is a current problem that needs to be fixed. This stuttering is also noticeable when a new action ques. Every time a new action ques it will stutter as well... openi...

You should put the modified file in the configoverride folder.

Yes, you can do that. However I choose to do it directly to the GraphicsRules file as I don't want a possibility of it being overridden. Only time that it will replace or change is when you repair the game.
