I tested this in my game and I don't have the option to go inside the houses. I don't think this is a bug and it is by design because I am still able to give citations and talk to Sims in the open area. The tasks are still fulfilled without me going inside the houses. I have done the job before and I was never able to go inside of residential houses.
Please answer the questions:
Were you able to go inside of residential houses before?
Are there NPC Sims in the angry emotion walking around the open area?
Are the NPC Sims in the angry emotion constantly going inside of the house where you can't reach them?
