Sims can't walk through a perfectly empty area

Here's a photo of it happening. My sim has plenty of room. It still happens with/without mods, so I put them back in my game. Yes, it works on different houses. Do you want me to upload my save file or the lot so you can try?

@cierrafromme does it work if you remove some of the clutter/cabinets above for testing ?

    I have already tried that, removing the clutter & cabinets doesn't fix the issue.

        Okay, I uploaded it on my gallery page with the title "For Ea Help". It has CC but can be placed without the CC and the routing issues still occur.
