Sims currently on different lot not doing what I queued them to do

I'm not sure about the tend garden. That doesn^t seem to do much but you do gain skills while you away even if they are not really doing it. I'm a bit unsure how it's supposed to work. I mean why do children have the optoin to tend the garden, when they can't even do that.

I'm moving this to but reports to see if someone else has an insight
