Sims fears won't leave

What is your current game version number? 1.97.62.1020
What expansions, game packs, and stuff packs do you have installed? All of them except the star wars pack.
Steps: How can we find the bug ourselves? Testing the game probably.
What happens when the bug occurs? My sims fears never go away. The "thalassophobia" fear appears when my sims are doing laundry. They won't do dishes or do laundry because of it. Doing everything to remove these fears doesn't work. So my sims are scared of everything. Fire...death...water...failure ect.
What do you expect to see? The fear system fixed.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
My sims are scared of everything, all the time. Nothing I do gets rid of the fear moodlets or the fears themselves. Sims can't do laundry, dishes, cook ect.
