Sims flash dark and light

How often does the bug occur? Occasionally (10% - 49%)
What is your current game version number? 1.100.147.1030
What expansions, game packs, and stuff packs do you have installed? Everything but the CAS kits, modern luxe kit and horse ranch.
Steps: How can we find the bug ourselves? Not sure
What happens when the bug occurs? Sim slowly flashes dark and light as if they're on an old style tv.
What do you expect to see? Sim to not flash
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
I've only seen this a few times, but once it starts it just doesn't stop and I end up ditching the sim.
I thought it might be mods, but removing them makes no difference.
I thought it might be the lots, but the sim will still flash if they go to another lot.
Tried changing clothing, no luck.
It never starts out with the sim flashing, I'll be playing for a few days and then suddenly I'll just notice it's happening. Can't identify any particular triggers.
