Sims has wrong hair while showering, at costume party, & events and locations

How often does the bug occur? Every time (only for this specific sim)

What expansions, game packs, and stuff packs do you have installed? All excluding bust the dust

What happens when the bug occurs? Sim shows wrong hair in shower and during certain events
What do you expect to see? Sims every day hair when showering
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used cc or mods
Did this issue appear after a specific patch or change you made to your system? No this has been ongoing
Sim aged up from teen to young adult with long hair. I changed the sim's hair on all outfits after he aged up. The long/wrong hair still shows when:
- showering
- sim shows up at spooky day party in costume- this occurs when he is not in my active household
- sims shows up during an event like romance festival, where attendees not in active household show up in an outfit specific to the event
- sim shows up to a location like an arts center, where attendees not in active household show up in an outfit specific to the location
Weirdly, his hair IS correct when in his career outfit.
I have tried repairing, using cheats modify in cas, editing the career outfit (even tho the issue doesn't occur there), the sim has moved around a bunch, and this has not changed throughout several game updates.I have never used mods or CC
