No, it's not the same problem. If I am in a particular household when it is time for the sims to go to work/school they leave and return as normal. It's more like the game does not register what time it is when I enter a household and isn't ensuring that working and child Sims are where they are supposed to be, according to the time of day. I haven't noticed it having any effect on their work/school performance, though (whereas I suppose it should).
