This is still happening to me too
Still happening, still annoying.
It was at a bar. I always happens at bars. I'm not sure if I got an exception or not. I'll check that next time it happens. Just for fun, I deleted the stools at the bar but it still happened in the bar at the tables. I saw someone else mention that it may have to do with having a conversation with too many sims at once. I do send my sims there to socialize and work on the friend of the world aspiration. I'm going to try limiting the amount of sims I chat with and see if that helps.
