Here to share a bit more info.
I did try switching out one of the cribs for a different model and it may have helped or it may be random chance. 2/2 times putting the child in the right crib worked.
One of those times I put the younger child to bed first. It seems the non-crib menu happens to the younger child, regardless of whether she was the first to be put to bed or not. Here's what happens when she is in the crib
The older infant, put to bed slightly later, has the normal crib menu

One more piece of info, the younger child is a science baby, the older one is not.

When the parent puts them in the wrong crib, are you sure they’re doing it on your put-to-bed action, or have they canceled it to “check infant” and then discovered the kid’s tired?

Updating to say that sadly having different cribs doesn't fix it after all. Still random chance which crib they choose.
That's a good thought @PipMenace and it's possible that is happening sometimes.Those "check infant" actions do pop up often and interrupt everything including caring for the infant (I me too'd that bug.)
I have observed, now that I have 2 different cribs, that about half the time when I click on one crib the picture of the other crib appears in the action queue.
The same is happening with their high chairs. I'll edit the title of this thread to include high chairs if I can. (I don't mind the high chairs so much because they're in the same room, but worth mentioning as it may be the same issue.)
