I'm also looking for a solution to exactly this on my own PC.
I believe it started slowly, occasionally it would happen and if I restarted the game it fixed it temporarily. Now there is nothing I can do to fix it.
Things I've tried:
Closing and relaunching the game
Restarting my computer
Repairing the game (and all expansions)
Removing all mods and CC
Emptying the 'cache' and 'cachestr' files
Since the problem started I have changed families, but the problem still occurs. At the moment, when I exit the game and return, my sims will complete whatever action I had in the queue when I saved and left, but will then become stuck doing it or become stuck as soon as they stop doing the task.
I have so many packs and expansions, I love the game. I just wish it would work.
