Try reading from Book 1 again. I had the same thing with Charisma, got to level 3 and bought Book 2 to advance, since my Sim is a booklover. I got him to read it but he got the confused moodlet and it said something about the book being above his level so I figured I should've started with book 1 instead. So I'm thinking the skill ranges changed. Like the poster above me noted, it's possible it's 1-4 or 5 even for book 1, then 5 or 6 to 8 or 9 and the last one maybe just for 10. I don't know for sure but that's what I'm guessing.
Tonight on a new sim I also got the confused moodlet reading from logic 2 after reading logic 1 until I had skill at 3 -- however, reading logic 1 won't give him any additional skill ... the skill % does not increase. He's gone to play chess. I will keep testing the skill book 2 and see if/when I can read it.
The 2500 simolean cooking recipe books are very confusing. I got these after my cooking was at 10, and read them 2-3 times on my more advanced sim and she got a 'bored' moodlet and got irritated that I was making her do something so unfun. So if it costs 2500 simoleans to buy/read these books, what exactly is it good for? I've gotten the mixology book (and socializing tips book) and will try those on the sim with no skill in those areas. It's very confusing what these are supposed to be doing.
