Stairs are Incompatiable with Terrain Constraint Block

@DarkDiamondSims  I downloaded your townhouse to test because I was having similar issues. It seems that the stairs don't like going from a platform/foundation to a level that's lower than the ground floor.  I tried to put the same stairs down but I added them to the ground outside and not from the foundation part the stairs worked perfectly.
